I think one of the arguments is being won already. Take any of the naughty but consensual activities currently in the shadow economy. People with moral objections will be swung round not by reason but by hard cash when they are told about the potential tax receipts to local government from decriminalisation and licencing.
So in a contest between ethics and tax to change society, tax wins.
