Is it legal? Are you allowed to withhold tax to pay it directly??

Strictly no, but the reality is the company can agree to give a discount – and I’m told at least one Arcadia store has now done so. It should then account for VAT on the reduced price – but that does not prevent the protester then voluntarily handing over the extra tax
In that way the point is made, legally
