I've written two books on tax havens, and the honest answer is that tax havens come in so many varieties that it is very hard to define what one is.
On the other hand, the worst are easy to spot. And many are British.

Thanks for elucidating the functions of the 3 types of tax havens. I wonder at some point you could go into a bit more detail of the definition and workings of “financial services hubs”
that enable this vast illicit industry to exist.
They push money away from tax……
I have always thought of them as exotic destinations in Bond films – bit like the Isle of Man really.
