Bill Dodwell appered before the Lords before I did this afternoon.
Amongst the comments he made was something like (I did not note absolutely verbatim) "We don't see advantage from selling schemes that seek to get round the law."
Then he was asked how many schemes Deloitte had notified under the Disclosure of Tax Avoidance Schemes rules in the last three years.
"Seventeen" he said.
Do I need to say more?

DOTAS is designed very broadly: to ensure that it catches schemes which seek to get round the law it also catches schemes which might look as if they might.
Bank rules to stop money laundering and the financing of terrorism make me jump through hoops to transfer cash around or use a bank card overseas. But the fact that I have to jump through hoops designed with criminals in mind does not make me a criminal.
