I liked this definition of capture of the state:
The World Bank recommended that the Congress examine international cooperation against money-laundering to combat terrorism and cooperation against international State capture, defined by the World Bank as the actions of individuals, groups or firms, both in the public and the private sectors, to influence, to their own advantage, the formation of laws, regulations, decrees and other government policies abroad, as a result of the illicit and non-transparent provision of private benefits to public officials.
Around the world, day in, day out this goes on in tax havens / secrecy jurisdictions. You might almost say it’s exactly what they’re for.
