It's just the prevailing narrative that says it can't. And the narrative is wrong.

The public sector delivers very well in Scandinavia. We in the UK don’t seem so good at it. Too often, it is the useless bullying jobsworths who get to be in charge. This leads to a collapse in morale amongst the committed people whom they are managing. I saw this so often in the thirty years from 1960. Good public sector managers who believed in what they were doing were a rarity in my experience.
