Who supplies corruption services?

Transparency International have reported that :

Chinese, Indian and Russian companies bribe routinely to win overseas contracts, a global survey of executives claimed on Tuesday, highlighting fears that leading emerging economies are undermining international efforts to tackle corruption.

This is the finding of their latest bribery index.

Of course, little of this could happen without tax havens. These funds are routed through these locations and through the corporate structures they provide.

Which makes it odd that TI say that banking is one of the least corrupt sectors. I'd say it's the sector that underpins corruption by supplying tax haven services.
