That Alan Rusbridger waffles about British law does not surprise me, but I might expect you to comprehend that what he meant was English Law, not as you describe it ”the UK’s libel laws”.
The late unlamented Robert Maxwell found willing supplicants and acolytes amongst English High Court judges for many years.
On the one occasion he tried bringing libel proceedings in Scotland he was given such a hard time he never did it again.

Sorry – I think Westminster legislates for the UK
Candidly I was not aware Scotland had its own libel laws and am not much concerned whether it has, or not it has
If that’s terribly London-centric of me, I guess that’s a criticism I can live with

Good for Scotland. Unfortunately English libel law has been used to gag investigative journalism for years. It’s got so bad that US courts have repeatedly refused to uphold English libel rulings in the US as an affront to free speech.
Just as crooks and oligarchs make use of the Crown dependencies to cheat the taxman the powers that be are also given to suing for libel in the English courts because the English libel law is rigged in their favour.
The UK needs to be dealt with
