In January 2003 I published a report with this cover, which was made available here:
I thought that this proposal would be read by Prof Prem Sikka and John Christensen and that would be it.
Now, just over ten years later something remarkably like it, campaigned for by very many NGOs and people I have never met, looks set to become EU law.
I'm grateful to all who campaigned for this.
I'd strongly suggest that those looking to turn the law into regulation look at the proposal I made in 2003, and more recently. There will be questions to answer: I've dealt with most already.

In a way, the battle is now about to start.
There’s a perfect role for the British in linking up the McCain/Levin axis on Capitol Hill with pro-active politicians in the EU. Yet the British Government will certainly use its great capabilities & resources to join the battle on the side of evil.
