The German Bundestag is to hold an official hearing on September 24th on the pros and cons of the Swiss tax agreement.
The English version of Mark Morris' paper is posted on the Bundestag website along with all the other expert testimonies.
Worth a read: this and other papers will, I hope, kill Rubik for good, at least in Germany.

Mark supports the idea of making the withholding system permanent across Europe, as a way of breaking the deadlock with Austria and Luxembourg over the issue of automatic exchange of information which is preventing progress with the amendments of the savings directive.
That must mean that you now also endorse this position, which is obviously welcome news.

Read my paper end to end. Yes, I do suggest on how the Rubik loopholes can be closed. However, this means Rubik would have to be multilateral across the EU, which is clearly never going to happen. Therefore see section D of my report where I advocate AEI which would bring in CHF €60 billion from CH … and €120 billion if you include Luxembourg, Liechtenstein, foreign branches, etc.
