{"id":9749,"date":"2011-04-26T09:44:17","date_gmt":"2011-04-26T08:44:17","guid":{"rendered":"http:\/\/www.taxresearch.org.uk\/Blog\/?p=9749"},"modified":"2011-04-26T15:22:52","modified_gmt":"2011-04-26T14:22:52","slug":"tax-matters-for-developing-countries","status":"publish","type":"post","link":"https:\/\/www.taxresearch.org.uk\/Blog\/2011\/04\/26\/tax-matters-for-developing-countries\/","title":{"rendered":"Tax Matters for Developing Countries"},"content":{"rendered":"<p>Not my title: one\u00a0Carlo Cottarelli,\u00a0Director of the IMF's Fiscal Affairs Department, <a href=\"http:\/\/www.huffingtonpost.com\/carlo-cottarelli\/tax-matters-for-developin_b_852535.html\" target=\"_blank\">used for a blog on the Huffington Post.<\/a><\/p>\n<p>He was talking about what the IMF is doing to help developing countries on this issue.<\/p>\n<p>He lists a\u00a0strong commitment by many countries \u00a0to strengthen their revenue systems, through both administrative reforms and improved tax policies. And he refers to good governance and avoiding exemptions and preferences\u00a0plus\u00a0the need for\u00a0political\u00a0will\u00a0to drive through tough policy changes to build and support firm, even-handed enforcement. \u00a0These, he says, are the issues of concern for developing\u00a0countries.<\/p>\n<p>But he makes no mention at all of:<\/p>\n<p>- transfer pricing abuse<\/p>\n<p>- tax havens<\/p>\n<p>-\u00a0country-by-country reporting to ensure developing countries can get the\u00a0information\u00a0they need on\u00a0multinational corporations' activities<\/p>\n<p>- information exchange<\/p>\n<p>- tax avoidance by multinationals in developing countries<\/p>\n<p>- political corruption.<\/p>\n<p>Is he on another planet form all in the development community?<!--more--><\/p>\n<p>Almost everyone I know thinks the\u00a0matters\u00a0I list are \u00a0the real issues for developing\u00a0countries\u00a0face when it comes to tax.<\/p>\n<p>But as ever the Washington\u00a0Consensus\u00a0ignores them.<\/p>\n<p>Now, why is that?
