The Core Argument<\/span><\/p>\n

Russia's conventional military capacity has been catastrophically degraded by its war against Ukraine. With over 500,000 killed and 1.4 million total casualties<\/span>, representing <\/span>one in every 100 people in the whole country<\/span>, <\/span>a depleted, demoralised army that cannot beat a vulnerable neighbour is not about to steamroller across Europe.<\/span><\/p>\n

The real threats Russia poses are cyber warfare and drone attacks: asymmetric, low-cost, and easy to stage from international waters. These deserve serious investment. But they are categorically different from the threat of conventional invasion, which is what politicians and military planners keep demanding money to counter.<\/span><\/p>\n

Spending decisions reflect political priorities. Demanding that defence spending rise at the direct cost of social security, social care and the NHS only makes sense if the conventional threat is real. It is not<\/span>, <\/span>and the political <\/span>economy question we should be asking is who benefits from pretending otherwise.<\/span><\/p>\n

The Argument Structure<\/span><\/p>\n

Step 1 \u2014 Demography is already a strategic constraint: <\/span><\/p>\n

Russia's population of around 143 million is in long-term decline. Unlike the UK, it has no immigration pipeline to offset an ageing demographic. That structural weakness matters enormously for any sustained conventional military campaign.<\/span><\/p>\n

Step 2 \u2014 Ukraine has shattered Russia's conventional capacity: <\/span><\/p>\n

Russia is losing around 30,000 soldiers every month. Total losses exceed 500,000 killed and 1.4 million casualties<\/span>, about<\/span> one in every 100 Russians. Every family in the country has lost someone or knows someone who has. Recruitment has become so difficult that Russia is offering \u00a340,000 sign-on bounties and still cannot fill the gap. An army that cannot beat Ukraine cannot <\/span>seriously <\/span>threaten NATO.<\/span><\/p>\n

Step 3 \u2014 The real threats are asymmetric, not conventional: <\/span><\/p>\n

Cyber-attacks<\/span>, espionage and drone strikes are cheap, plausible and can be staged anonymously<\/span>. A<\/span> drone launched from a tanker in the North Sea, a ransomware attack on a hospital, <\/span>and <\/span>disinformation seeded through social <\/span>media<\/span>; t<\/span>hese are <\/span>all<\/span> risks that genuinely threaten stability. Tanks, aircraft carriers and ballistic missiles are not the answer to any of them.<\/span><\/p>\n

Step 4 \u2014 Political economy demands we ask who benefits: <\/span><\/p>\n

Fear has always been the military-industrial complex's most profitable product. Eisenhower coined the term in 1961 precisely because he had witnessed how defence procurement interests could distort democratic priorities. If resources are to be reallocated from social care or the NHS, the evidence for the threat that justifies that reallocation must be laid out clearly and tested. At present it has not been.<\/span><\/p>\n

So <\/span>which divisions, from which manpower pool, equipped with which rebuilt industrial base, would constitute that threat<\/span>, <\/span>and over what timeline?<\/span><\/p>\n<\/td>\n<\/tr>\n

\n

NATO allies are obligated to spend 2% or more of GDP on defence, and the UK must honour that commitment.<\/span><\/p>\n<\/td>\n

\n

The question is not whether to honour commitments, but what to spend the money on.<\/span><\/p>\n

If the threat is cyber and drone-based, the right investment is in radar, electronic warfare, signals intelligence<\/span>, local missile defence<\/span> and resilient infrastructure<\/span>, <\/span>not in <\/span>aircraft carriers that drones can disable in minutes or tank fleets suited to a Cold War scenario that no longer exists.<\/span><\/p>\n

A commitment to spend does not determine how to spend it wisely.<\/span><\/p>\n<\/td>\n<\/tr>\n

\n

Appeasement failed in the 1930s; we cannot afford to be seen as weak.<\/span><\/p>\n<\/td>\n

\n

The 1930s analogy only works if the adversary has the capacity to execute the threat. Hitler's Germany had a growing, motivated population and an intact industrial base.<\/span><\/p>\n

Russia in 2026 has 1.4 million casualties, a shrinking population and an economy one-eighth the size of NATO's combined GDP.<\/span><\/p>\n

Historical analogies should be stress-tested, not deployed as a substitute for current evidence.<\/span><\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n
