{"id":9449,"date":"2011-04-01T12:49:30","date_gmt":"2011-04-01T10:49:30","guid":{"rendered":"http:\/\/www.taxresearch.org.uk\/Blog\/?p=9449"},"modified":"2011-04-01T12:49:31","modified_gmt":"2011-04-01T10:49:31","slug":"id-like-to-cut-but-the-law-wont-let-me-so-why-not-raise-money-instead","status":"publish","type":"post","link":"https:\/\/www.taxresearch.org.uk\/Blog\/2011\/04\/01\/id-like-to-cut-but-the-law-wont-let-me-so-why-not-raise-money-instead\/","title":{"rendered":"I&#8217;d like to cut &#8211; but the law won&#8217;t let me &#8211; so why not raise money instead?"},"content":{"rendered":"<p>The <a href=\"http:\/\/www.birminghampost.net\/news\/west-midlands-news\/2011\/04\/01\/decision-to-axe-1-4m-funding-for-birmingham-voluntary-groups-ruled-unlawful-65233-28438984\/#ixzz1IGGve4rq\">Birmingham Post reports:<\/a><\/p>\n<blockquote>\n<p>A decision to axe a \u00a31.4 million funding package for 13 voluntary organisations, including the Citizens Advice Bureau, was unlawful, a High Court Judge has ruled.<\/p>\n<p>Mr Justice Blake said a Birmingham City Council decision to stop giving money to groups such as the Citizens Advice Bureau was &ldquo;clearly defective&rdquo; and that councillors appeared not to understand their obligations under the Race Relations Act, Sex Discrimination Act and Disability Discrimination Act.<\/p>\n<p>Council leaders failed to take proper account of the impact that withdrawing grants would have on disabled and vulnerable people, the judge added.<\/p>\n<p>No consultation was carried out with people who would suffer because of the funding cuts, neither did the cabinet consider other ways of helping the organisations to identify alternative funding.<\/p>\n<\/blockquote>\n<p>It's going to become a familiar story.<\/p>\n<p>Because there are alternatives.<\/p>\n<p>I'm sorry to note <a href=\"http:\/\/www.newstatesman.com\/uk-politics\/2011\/04\/balls-labour-deficit-shadow\">Ed Balls has been a little dismissive<\/a> of tackling tax avoidance as a way of tackling the crisis - but also note he only said it can't solve the entire problem - about which I entirely agree. It can't. Which is why <a href=\"http:\/\/www.taxresearch.org.uk\/Blog\/2010\/12\/17\/the-alternative-economic-policy-we-need\/\">I offer much more<\/a> - more than the Labour party, to its cost has dared do. But if we're serious we'd start investing heavy in those alternative ways of funding - now.<\/p>\n<p>Why not start with the <a href=\"http:\/\/www.taxresearch.org.uk\/Documents\/500000Final.pdf\">\u00a316 billion lost a year because<\/a> Companies House and H M Revenue &amp; Customs aren't funded to properly regulate the 500,000 limited companies that disappear a year that should be paying tax? It's a good target.
