It does, of course, support country-by-country reporting in the extractive industries, to which <a href=\"http:\/\/www.taxresearch.org.uk\/Blog\/2011\/02\/20\/george-osborne-backs-country-by-country-reporting-for-the-extractive-industries\/\">George Osborne and Vince Cable lent their support yesterday<\/a>. The idea originated long ago in a publication I wrote called <a href=\"http:\/\/www.richard.murphy.dial.pipex.com\/IFRS%20for%20EI%20September%202005%20Final%20OL.pdf\">Extracting Transparency<\/a>.<\/p>\n<p>Larry notes in the article that:<\/p>\n<blockquote>\n<p style=\"margin-top: 0px; margin-right: 0px; margin-bottom: 13px; margin-left: 0px; border-collapse: collapse; font-family: arial, sans-serif; background-repeat: no-repeat no-repeat; padding: 0px;\">Vince Cable, the business secretary, says he is in favour of the initiative and the Treasury has made similar noises. Ministers are expected to voice their support at an experts' conference Sarkozy has organised in Paris to discuss the issue next week.<\/p>\n<p style=\"margin-top: 0px; margin-right: 0px; margin-bottom: 13px; margin-left: 0px; border-collapse: collapse; font-family: arial, sans-serif; background-repeat: no-repeat no-repeat; padding: 0px;\">Cable says that so far he has had no push back from UK companies, which is somewhat surprising.<\/p>\n<\/blockquote>\n<p>It's also wrong. There is massive opposition to this transparency in business. The call for country-by-country reporting has just been <a href=\"http:\/\/ec.europa.eu\/internal_market\/consultations\/2010\/financial-reporting_en.htm\">subject to a  consultation by the European Union.<\/a> As the submissions show the massed rank of opposition to this proposal, whose aim is to ensure the end of corruption and the increase in shareholder value as well as the beating of tax abuse, is enormous. T<a href=\"http:\/\/circa.europa.eu\/Public\/irc\/markt\/markt_consultations\/library?l=\/accounting\/country-by-country&amp;vm=detailed&amp;sb=Title\">hose bodies who oppose disclosure<\/a> and so support the continuation of corruption (one follows the other - since none of them suggest an alternative mechanism for tackling the issue) include:<\/p>\n<blockquote>\n<p>The Institute of Chartered Accountants in England and Wales<\/p>\n<p>PricewaterhouseCoopers<\/p>\n<p>Shell<\/p>\n<p>European Banking Federation<\/p>\n<p>Societe General<\/p>\n<p>International Association of Oil and Gas Producers<\/p>\n<p>Deloitte<\/p>\n<p>Deutsche Bank<\/p>\n<p>UK 100 Group of FTSE Finance Diectors<\/p>\n<p>Federation of European Accountants<\/p>\n<p>Glaxo Smith Kline<\/p>\n<p>Repsol<\/p>\n<p>The Association of Chartered Certified Accountants<\/p>\n<p>UK Accounting Standards Board<\/p>\n<p>Belgian Accounting Standards Board<\/p>\n<p>Association of British Insurers<\/p>\n<\/blockquote>\n<p>Each and every one of them needs to be held to account for supporting corruption.<\/p>\n<p>Each and every one of them could have said they wanted disclosure to help stop corruption. But they refused to do so.
