{"id":77850,"date":"2024-09-23T07:44:39","date_gmt":"2024-09-23T06:44:39","guid":{"rendered":"https:\/\/www.taxresearch.org.uk\/Blog\/?p=77850"},"modified":"2024-09-23T09:18:17","modified_gmt":"2024-09-23T08:18:17","slug":"who-why-what-when-and-where-for-the-nhs","status":"publish","type":"post","link":"https:\/\/www.taxresearch.org.uk\/Blog\/2024\/09\/23\/who-why-what-when-and-where-for-the-nhs\/","title":{"rendered":"Who, why, what, when and where for the NHS"},"content":{"rendered":"<p>I liked this <a href=\"https:\/\/ihm.org.uk\/nhsm\/\" target=\"_blank\" rel=\"noopener\">from Roy Lilley this morning<\/a>, in a discussion on why he thinks Silly Boy (as he calls Wes Streeting) will get his NHS reforms wrong:<\/p>\n<blockquote><p>Is there an effective way of looking at the NHS\u2019 predicament and coming up with a simple fix?<\/p>\n<p>Yes\u2026 it's called the Aristotle school of management!<\/p>\n<p>He laid the foundations for 'structure, inquiry and argument' by asking key-questions.\u00a0Later Thomas Aquinas divided questions into categories and they have evolved into the 5 W\u2019s.<\/p>\n<p>Who, why, what, when and where.\u00a0For the NHS it means\u2026<\/p>\n<ul>\n<li>Who is sick<\/li>\n<li>Why are they sick<\/li>\n<li>What can we do to fix them up<\/li>\n<li>When can we do it<\/li>\n<li>Where can we do it<\/li>\n<\/ul>\n<p>It\u2019s all we need.<\/p>\n<p><strong>Who<\/strong>,\u00a0older people and children are the heavy users of the NHS... 60% of all of us, pitch up with lifestyle related problems. About half of cancers are discovered in A&amp;E.<\/p>\n<p><strong>Why<\/strong>,\u00a0because older people are unable to take care of themselves and there aren\u2019t enough people to help them.\u00a0Some families struggle to bring-up their kids without support. The rest of us eat, drink and do all the wrong things and don't do the right things and we don't scan enough people, early enough.<\/p>\n<p><strong>What<\/strong>,\u00a0to do?\u00a0Invest in social care, reintroduce Sure Start. Take-on the people making junk-food by taxing the junk and not taxing the rest. Of course, he can: an international consultant would charge many millions to come up with these ideas.<\/p>\n<p>Can he also be accused of being effective? I think so: what he says is likely to work.<\/p>\n<p>And can he be accused of clear thinking? Most definitely.
