{"id":63576,"date":"2022-06-24T08:54:22","date_gmt":"2022-06-24T07:54:22","guid":{"rendered":"https:\/\/www.taxresearch.org.uk\/Blog\/?p=63576"},"modified":"2022-06-24T08:54:22","modified_gmt":"2022-06-24T07:54:22","slug":"on-the-tax-gap-in-the-guardian","status":"publish","type":"post","link":"https:\/\/www.taxresearch.org.uk\/Blog\/2022\/06\/24\/on-the-tax-gap-in-the-guardian\/","title":{"rendered":"On the tax gap, in the Guardian"},"content":{"rendered":"<p>My <a href=\"https:\/\/www.taxresearch.org.uk\/Blog\/2022\/06\/23\/hmrc-is-marking-its-own-homework-again-on-the-tax-gap-and-very-oddly-found-it-did-almost-exactly-the-same-as-it-always-does\/\" target=\"_blank\" rel=\"noopener noreferrer\">comments on the tax gap<\/a> made yesterday <a href=\"https:\/\/www.theguardian.com\/business\/2022\/jun\/23\/hmrc-criticised-over-32bn-tax-gap-estimate?utm_term=62b569cece100d6af51cb7aa7a4d4cd0&amp;utm_campaign=BusinessToday&amp;utm_source=esp&amp;utm_medium=Email&amp;CMP=bustoday_email\" target=\"_blank\" rel=\"noopener noreferrer\">were picked up in the Guardian<\/a> which quotes me saying:<\/p>\n<blockquote>\n<p class=\"dcr-xry7m2\">Richard Murphy, a tax expert, said the assessment of tax losses to the exchequer was \u201chalf-hearted\u201d and a more comprehensive review would probably have found losses from the hidden economy were much higher. \u201cThe report found there was virtually no money that went missing during the pandemic. That cannot be an accurate reading of the situation,\u201d he said.<\/p>\n<\/blockquote>\n<p class=\"dcr-xry7m2\">They added:<\/p>\n<blockquote>\n<p class=\"dcr-xry7m2\">The tax authority said a failure to take reasonable care, criminal attacks, non-payment and evasion were among the main reasons for the tax gap in 2020-21 in terms of behaviour.<\/p>\n<p class=\"dcr-xry7m2\">Small businesses were responsible for nearly half of the tax gap, at about \u00a315.6bn, according to HMRC\u2019s data, with VAT underpayments accounting for the second biggest chunk of the total at \u00a39bn. Losses from income tax, national insurance contributions and capital gains tax accounted for the biggest loss of \u00a312.7bn in 2020-21, while fraud only accounted for \u00a32bn.<\/p>\n<\/blockquote>\n<p class=\"dcr-xry7m2\">And then noted:<\/p>\n<blockquote>\n<p class=\"dcr-xry7m2\">Murphy said: \u201cThe chance that just \u00a32bn is lost a year to tax evaders \u2013 out of \u00a3635bn paid \u2013 is utterly ludicrous. That\u2019s a 0.3% evasion rate,\u201d he said.<\/p>\n<\/blockquote>\n<div class=\"ad-slot-container ad-slot--offset-right\">\n<div id=\"dfp-ad--inline2\" class=\"js-ad-slot ad-slot ad-slot-- ad-slot--inline2 ad-slot--sky ad-slot--rendered\" data-link-name=\"ad slot inline2\" data-name=\"inline2\" aria-hidden=\"true\" data-mobile=\"1,1|2,2|300,197|300,250|300,274|fluid\" data-phablet=\"1,1|2,2|300,197|300,250|300,274|fluid\" data-desktop=\"1,1|2,2|300,250|300,274|fluid|300,600|160,600\" data-google-query-id=\"CMOV2oTNxfgCFTJDHQkdc-kFLQ\">\n<div id=\"google_ads_iframe_\/59666047\/theguardian.com\/business\/article\/ng_1__container__\" class=\"ad-slot__content\">Before concluding:<\/div>\n<\/div>\n<\/div>\n<blockquote>\n<p class=\"dcr-xry7m2\">Murphy continued: \u201cWith the greatest of respect to HMRC officials, they mark their own homework when it comes to the tax gap and it is simply impossible that the answer is always the same.
