Interestingly, <a href=\"http:\/\/www.adamsmith.org\/think-piece\/economy\/the-wide-gaps-in-the-pre%11budget-report\/\" target=\"_blank\">those<\/a> <a href=\"http:\/\/timworstall.com\/2009\/12\/11\/not-quite\/\" target=\"_blank\">wise<\/a> <a href=\"http:\/\/www.adamsmith.org\/blog\/tax-and-economy\/relocation-time-\/\" target=\"_blank\">people<\/a> around the Adam Smith Institute predicted that the tax would be avoided making the policy a meaningless gesture.  Or as ASI guru Madsen Pirie called it &ldquo;political rhetoric largely empty of substance&rdquo;.<\/p>\n<p>Worth noting maybe that these are some of the same people making dire predictions about the impact of the <a href=\"http:\/\/www.robinhoodtax.org.uk\/\" target=\"_blank\">Robin Hood Tax<\/a>.<\/p><\/blockquote>\n<p>But let's be honest: data has only one use for them - which if enhancing their well -being.
