I also happen to believe it should be progressive, unlike our existing council taxation.<\/p>\n<p>Ashley Seagar discussed some of the issues in the <a href=\"http:\/\/business.guardian.co.uk\/story\/0,,1984814,00.html\" target=\"_blank\">Guardian<\/a> a couple of weeks ago.
