We need reform to bias in their favour. <\/p>\n<p>This is why the tax haven commitments that will be made tomorrow are vital. Remember \u2014 for every \u00a31, or euro or dollar or yen that goes into developing countries as aid \u00a38, euro, dollar or yen <a href=\"http:\/\/www.gfip.org\/storage\/gfip\/executive%20-%20final%20version%201-5-09.pdf\" target=\"_blank\">comes out as an illicit flow<\/a>. <\/p>\n<p>Tax havens deny it \u2014 but the reality is this: tax havens create and reinforce poverty.<\/p>\n<p>Of course they do all the other things I have written about recently. But the development issue is one of life and death, and I have no doubt that this is the biggest issue of all. You&rsquo;d agree if you live in a developing country. Think about that.
