{"id":33195,"date":"2016-04-15T06:16:57","date_gmt":"2016-04-15T05:16:57","guid":{"rendered":"http:\/\/www.taxresearch.org.uk\/Blog\/?p=33195"},"modified":"2016-04-15T06:16:57","modified_gmt":"2016-04-15T05:16:57","slug":"why-has-it-taken-so-long-for-the-imf-and-world-bank-to-realise-the-harm-that-havens-cause","status":"publish","type":"post","link":"https:\/\/www.taxresearch.org.uk\/Blog\/2016\/04\/15\/why-has-it-taken-so-long-for-the-imf-and-world-bank-to-realise-the-harm-that-havens-cause\/","title":{"rendered":"Why has it taken so long for the IMF and World Bank to realise the harm that havens cause?"},"content":{"rendered":"<p>I offer no apology for quoting extensively today <a href=\"http:\/\/www.theguardian.com\/business\/2016\/apr\/14\/tax-avoidance-panama-papers-imf-world-bank-economy-poverty\" target=\"_blank\">from a report in the Guardian<\/a> that is headed:<\/p>\n<blockquote><p>World Bank and IMF chiefs: tax dodging is grave concern for global economy<\/p><\/blockquote>\n<p>This says:<\/p>\n<blockquote><p>The leaders of the World Bank and the International Monetary Fund (IMF) have warned that the industrial scale of international tax avoidance revealed by the Panama Papers represents a \u201cgreat concern\u201d for the global economy and is having a \u201ctremendously negative effect on our mission to end poverty\u201d.<\/p>\n<p>Jim Yong Kim, the president of the World Bank, said the revelations that many of the world\u2019s richest and most powerful people are avoiding paying millions in taxes by hiding money from the taxman in offshore havens is a \u201cgreat, great concern\u201d and \u201cvery, very damaging\u201d to the bank\u2019s \u201cmission to end extreme poverty\u201d.<\/p><\/blockquote>\n<blockquote><p>\u201cWhen taxes are evaded, when state assets are taken and put into these havens, all of these things can have a tremendous negative effect on our mission to end poverty and boost prosperity,\u201d Kim said as he opened the Spring Meetings of the World Bank and IMF in Washington.<\/p><\/blockquote>\n<p>Of course I agree.<\/p>\n<p>But I have a lament.
