I would rate this as dire.<\/p>\n<p>I <a href=\"http:\/\/www.taxresearch.org.uk\/Blog\/2015\/03\/23\/reforming-hm-revenue-custom\/\" target=\"_blank\">keep saying that HMRC's management needs to be fundamentally reformed<\/a>, from the top down.
