It seems to bring out the very worst in those who believe it desirable but do not agree how to do it.<\/p>\n<p>I do believe reform is desirable.<\/p>\n<p>I have for a long time been a fan of <a href=\"http:\/\/www.taxresearch.org.uk\/Blog\/2006\/06\/30\/the-wsj-%E2%80%93-on-barclays-and-its-tax-trick\/\" target=\"_blank\">James Robertson's<\/a> position on this issue, so I welcome <a href=\"http:\/\/www.jamesrobertson.com\/g20monetaryreform.pdf\" target=\"_blank\">this paper<\/a> he has reason explaining the importance of this issue for the forthcoming G20 meeting.<\/p>\n<p>I have little doubt that it will not get on the agenda, but that's because as yet we're not willing to address the really big issues.
