{"id":29998,"date":"2015-08-05T16:31:40","date_gmt":"2015-08-05T15:31:40","guid":{"rendered":"http:\/\/www.taxresearch.org.uk\/Blog\/?p=29998"},"modified":"2015-08-05T16:32:18","modified_gmt":"2015-08-05T15:32:18","slug":"qe-does-cancel-government-debt-its-own-accounts-prove-the-point","status":"publish","type":"post","link":"https:\/\/www.taxresearch.org.uk\/Blog\/2015\/08\/05\/qe-does-cancel-government-debt-its-own-accounts-prove-the-point\/","title":{"rendered":"QE does cancel government debt &#8211; its own accounts prove the point"},"content":{"rendered":"<p>I have, <a href=\"http:\/\/www.taxresearch.org.uk\/Blog\/2012\/07\/13\/the-untold-truth-about-quantitative-easing-is-it-simply-cancels-debt-and-that-means-national-debt-is-now-just-45-1-of-gdp\/\" target=\"_blank\">for a very long time, argued<\/a> that\u00a0quantitative easing - of all forms - cancels government debt.\u00a0My argument is simple: it is that if the government owns its own debt then it cannot owe it to someone else and so the debt is, effectively, cancelled.\u00a0Despite my persistence in arguing this the point has rarely been acknowledged, but is key to\u00a0People's Quantitative Easing, so I have done a little rummaging in the <a href=\"https:\/\/www.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/419973\/PU1786_WGA_2013-14_Accounts.pdf\" target=\"_blank\">Whole of Government Accounts for 2013-14<\/a> at the suggestion of Neil Wilson.\u00a0Those accounts show in Note 23 the government's liabilities at 31 March 2014, as follows:<\/p>\n<p><a href=\"http:\/\/www.taxresearch.org.uk\/Blog\/2015\/08\/05\/qe-does-cancel-government-debt-its-own-accounts-prove-the-point\/screen-shot-2015-08-05-at-16-07-28\/\" rel=\"attachment wp-att-30000\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-30000 size-large\" src=\"http:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2015\/08\/Screen-Shot-2015-08-05-at-16.07.28-550x600.png\" alt=\"Screen Shot 2015-08-05 at 16.07.28\" width=\"550\" height=\"600\" srcset=\"https:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2015\/08\/Screen-Shot-2015-08-05-at-16.07.28-550x600.png 550w, https:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2015\/08\/Screen-Shot-2015-08-05-at-16.07.28-275x300.png 275w, https:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2015\/08\/Screen-Shot-2015-08-05-at-16.07.28-206x225.png 206w, https:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2015\/08\/Screen-Shot-2015-08-05-at-16.07.28-121x132.png 121w, https:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2015\/08\/Screen-Shot-2015-08-05-at-16.07.28.png 1354w\" sizes=\"auto, (max-width: 550px) 100vw, 550px\" \/><\/a>So, excluding National Savings and Investments that is true borrowing of \u00a3990 billion.<\/p>\n<p>This I have then compared with the figure for government borrowing in the <a href=\"http:\/\/cdn.budgetresponsibility.independent.gov.uk\/March2015EFO_18-03-webv1.pdf\" target=\"_blank\">OBR forecasts for the same date<\/a> in the budget forecasts from March this year:<\/p>\n<p><a href=\"http:\/\/www.taxresearch.org.uk\/Blog\/2015\/08\/05\/qe-does-cancel-government-debt-its-own-accounts-prove-the-point\/screen-shot-2015-08-05-at-16-13-52\/\" rel=\"attachment wp-att-30001\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-30001 size-large\" src=\"http:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2015\/08\/Screen-Shot-2015-08-05-at-16.13.52-550x341.png\" alt=\"Screen Shot 2015-08-05 at 16.13.52\" width=\"550\" height=\"341\" srcset=\"https:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2015\/08\/Screen-Shot-2015-08-05-at-16.13.52-550x341.png 550w, https:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2015\/08\/Screen-Shot-2015-08-05-at-16.13.52-484x300.png 484w, https:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2015\/08\/Screen-Shot-2015-08-05-at-16.13.52-300x186.png 300w, https:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2015\/08\/Screen-Shot-2015-08-05-at-16.13.52-200x124.png 200w, https:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2015\/08\/Screen-Shot-2015-08-05-at-16.13.52.png 1326w\" sizes=\"auto, (max-width: 550px) 100vw, 550px\" \/><\/a><\/p>\n<p>So there we have debt of \u00a31,402 billion.<\/p>\n<p>So which figure is right? Go back to note 23 in the accounts and the bit I have highlighted in blue.
