I\u2019m not convinced\" href=\"http:\/\/www.taxresearch.org.uk\/Blog\/2015\/07\/08\/is-there-any-real-new-investment-in-hmrc-im-not-convinced\/\" target=\"_blank\">supposed allocation of new funds to HMRC<\/a> that it has sufficient resources to do its job, saying:<\/p>\n<blockquote><p>Our forecast assumes that HMRC\u2019s compliance activities will be sufficient to reduce the implicit \u2018tax gap\u2019 between actual receipts and the theoretical amount that would be received if compliance with the tax system was 100 per cent. As explained in Annex A, we have sought assurance from the Treasury that both the baseline compliance activity implicit in our pre-measures forecast and the additional measures that appear on the scorecard will be adequately funded. We will keep this funding and the receipts effect of HMRC compliance activity under review in future forecasts.<\/p><\/blockquote>\n<p>It's hardly a ringing vote of confidence. And with good reason. First, the additional local compliance recovery appears to be based <a href=\"https:\/\/www.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/443232\/50325_Summer_Budget_15_Web_Accessible.pdf\" target=\"_blank\">on this Budget report<\/a> forecast:<\/p>\n<blockquote><p>2.98 Investment in analytical team for illegal working \u2014 The government will invest an additional \u00a30.8 million in 2015-16 to create a data analysis resource in HMRC to tackle illegal working and enable closer joint working with other agencies.<\/p><\/blockquote>\n<p>Yes, that is just \u00a3800,000 of spend.<\/p>\n<p>Second, the HMRC business plan says it will save <a href=\"https:\/\/www.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/303342\/HMRC_Business_Plan_2014-16.pdf\" target=\"_blank\">\u00a3205 million in 2015-16 <\/a>and the net new investment announced yesterday was \u00a360 million in the same year with \u00a3225 million extra the year after. That's called standing still, at best.<\/p>\n<p>The chance that these savings will come from the actions planned looks very low indeed to me.
