Now the\u00a0question\u00a0is why that might be has to be looked at and here the <a href=\"http:\/\/qz.com\/66944\/the-brics-biggest-investment-sources-are-tax-havens-which-mostly-shows-the-rich-stealing-from-the-poor\/\" target=\"_blank\">data has been found by Naomi Rovnick<\/a>, using <a href=\"http:\/\/cdis.imf.org\/\" target=\"_blank\">IMF data<\/a>. As she notes:<\/p>\n<blockquote><p>The clearest sign that BRICs are leaking tax revenues is that\u00a0<a href=\"http:\/\/cdis.imf.org\/\">each country\u2019s biggest source of outside investment is a tax haven<\/a>. China counts the tiny Caribbean bolthole of the British Virgin Islands as its biggest source of foreign investment (not including the Chinese territory of Hong Kong). India has Mauritius, Russia has Cyprus, and Brazil has the Netherlands.<\/p>\n<p>The explanation for these incongruent flows of cash is that wealthy nationals are sequestering their income offshore to avoid paying tax, and then bringing it home dressed up as foreign investment to disguise the source of the funds.<\/p><\/blockquote>\n<p>She then looks at a range of locations and their sources of inward investment, of which Russia is one. But there at the\u00a0top\u00a0of the list is Cyprus. And almost certainly most of that was really\u00a0Russian\u00a0money in the first place.<\/p>\n<p>When data is this obscured by tax haven abuse, and when tax havens so distort the allocation of\u00a0resources\u00a0in the world then the case for reform is overwhelming.<\/p>\n<p>The question is -\u00a0will\u00a0David Cameron deliver at the G8?
