I've taken one last\u00a0look\u00a0a some of the\u00a0absurd\u00a0budget assumptions<\/a> implicit in the claims made by Osborne.<\/p>\n

The data I'm using is here:<\/p>\n

I have already done some work on this here<\/a>, but then noticed the problems in the self assessment line, and so did a little reworking because if it almost inconceivable that the income raised by self assessment of income (largely, but not\u00a0entirely\u00a0from self employment) will sky-rocket in 2014-15 as this suggests.<\/p>\n

My new analysis is this:<\/p>\n

You will note that self assessed income tax as a\u00a0proportion\u00a0of the whole jumps 3.7% in one year. Now I think that unreasonable, but what it does imply is that HMT think profits will rise, dramatically. Supposing they are right I then\u00a0reworked\u00a0the\u00a0corporation\u00a0tax numbers using solely onshore - because that is the fair comparison. If\u00a0corporate\u00a0profits rise the same way self assessed profits do then\u00a0corporation\u00a0tax receipts, if Osborne had not been so intent in giving them away, would be on this basis \u00a345 billion\u00a0cumulatively\u00a0greater than he forecasts over the period.<\/p>\n

Now, let's be honest:\u00a0neither\u00a0 number is right. Profits are not going to rise as per this forecast: there is absolutely no way they can from the current position. They may rise; that I do not dispute, since we always do eventually come out of recession (although I note Japan); but there is no way they will rise as shown.<\/p>\n

But it's still true that there's massive and\u00a0unaffordable\u00a0corporation\u00a0tax give away however the matter is viewed.<\/p>\n

And it's still true that these forecasts for tax revenue are utterly\u00a0unsustainable, which is the key point.<\/p>\n

And in that case, given an election is now two years away, the need for Labour to plan for what\u00a0happens\u00a0in that case is now pressing.<\/p>\n
