The revelations do, in fact, come from a mail Hartnett\u00a0himself\u00a0wrote:<\/p>\n<blockquote><p>Britain's most senior auditor, who set up a judge-led review into the \"sweetheart\" multimillion-pound\u00a0<a title=\"More from guardian.co.uk on Tax\" href=\"http:\/\/www.guardian.co.uk\/money\/tax\">tax<\/a>\u00a0deals between HM Revenue &amp; Customs (<a title=\"More from guardian.co.uk on HMRC\" href=\"http:\/\/www.guardian.co.uk\/politics\/hmrc\">HMRC<\/a>) and corporations, appeared to undermine the process before it began by telling the country's most senior tax official that the inquiry would find \"nothing of substance\".<\/p>\n<p>The revelations \u2014 contained in a previously unseen email sent by Dave Hartnett, the then head of HMRC \u2014 also bring to light the fact that Amyas Morse, the head of the National Audit Office (NAO), told his staff that the review by Sir Andrew Park would find no evidence of serious wrongdoing.<\/p><\/blockquote>\n<p>Full marks to UK UNcut who seem to be behind this. It's worth reading in full.<\/p>\n<p>Two things follow. First, another enquiry is needed, and one that is not set up to exonerate from the outset if, as now seems\u00a0possible, this one\u00a0was\u00a0pre-disposed to do so.<\/p>\n<p>Second, as I have\u00a0argued\u00a0time and again, the cosy atmosphere at the top of HMRC has to go: real top down reform is needed to ensure a culture of sound\u00a0governance\u00a0is introduced. Bringing in\u00a0accountants,\u00a0lawyers and FTSE directors is not the required action. A belief in the\u00a0importance\u00a0of high quality\u00a0public\u00a0service is. And that requires a change of culture and politicians\u00a0who believe in the state and the\u00a0importance\u00a0of upholding those who work for it. \u00a0It's called leadership.
