{"id":19191,"date":"2013-02-07T14:08:25","date_gmt":"2013-02-07T14:08:25","guid":{"rendered":"http:\/\/www.taxresearch.org.uk\/Blog\/?p=19191"},"modified":"2013-02-07T17:51:29","modified_gmt":"2013-02-07T17:51:29","slug":"hmrc-are-going-to-lose-more-than-6-of-staff-tackling-tax-avoidance-and-evasion-in-the-next-year","status":"publish","type":"post","link":"https:\/\/www.taxresearch.org.uk\/Blog\/2013\/02\/07\/hmrc-are-going-to-lose-more-than-6-of-staff-tackling-tax-avoidance-and-evasion-in-the-next-year\/","title":{"rendered":"HMRC are going to lose more than 6% of staff tackling tax avoidance and evasion in the next year"},"content":{"rendered":"<p>I noticed <a href=\"http:\/\/www.theyworkforyou.com\/wrans\/?id=2013-02-06a.141899.h&amp;s=speaker%3A24818#g141899.q0\" target=\"_blank\">an exchange in Parliament yesterday<\/a>, albeit in\u00a0written\u00a0answers, in which Catherine McKinnell MP asked David Gauke MP, the\u00a0minister\u00a0she\u00a0shadows:<\/p>\n<blockquote><p>How many staff he expects to be employed in each area of\u00a0<a href=\"http:\/\/en.wikipedia.org\/wiki\/HM_Revenue_and_Customs\">HM Revenue and Customs<\/a>' activity on 31 March\u00a0<i>(a)<\/i>\u00a02013 and\u00a0<i>(b)<\/i>\u00a02014?<\/p><\/blockquote>\n<p>Gauke answered with this table:<\/p>\n<p><a href=\"http:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2013\/02\/Screen-shot-2013-02-07-at-14.02.28.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-19192\" alt=\"Screen shot 2013-02-07 at 14.02.28\" src=\"http:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2013\/02\/Screen-shot-2013-02-07-at-14.02.28.png\" width=\"660\" height=\"187\" srcset=\"https:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2013\/02\/Screen-shot-2013-02-07-at-14.02.28.png 660w, https:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2013\/02\/Screen-shot-2013-02-07-at-14.02.28-300x85.png 300w, https:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2013\/02\/Screen-shot-2013-02-07-at-14.02.28-200x56.png 200w\" sizes=\"auto, (max-width: 660px) 100vw, 660px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>So, with the exception of enforcement and compliance (which is a pretty generic term for tax\u00a0return\u00a0processing in many cases and where the increase relates very largely to \u00a0some extra staff under the supposed 'reinvestment' scheme) HMRC is going to see significant falls in front line staff,\u00a0especially\u00a0in personal tax where\u00a0service\u00a0has been\u00a0particularly\u00a0poor.<\/p>\n<p>That's especially true amongst specialists tackling business \u00a0tax (where most evasion takes place),\u00a0corporate\u00a0tax (where most high end abuse takes place) and personal tax (where most straightforward moonlighting and non-declaration\u00a0occurs.<\/p>\n<p>No wonder the Public Accounts Committee says\u00a0H M Revenue &amp; Customs is not serious about the tax gap.
