No wonder we don&#8217;t collect tax"},"content":{"rendered":"<p>HMRC <a href=\"http:\/\/hmrc.presscentre.com\/Press-Releases\/New-non-executive-directors-at-HMRC-6862e.aspx\" target=\"_blank\">announced new board appointments yesterday<\/a>.<\/p>\n<p>I have no doubt the new people all have merits: nothing I say suggests otherwise. But we now have a\u00a0group\u00a0of HMRC non-execs who inlcude:<\/p>\n<p>- \u00a0one ex KPMG trax partner<\/p>\n<p>- \u00a0one ex PWC tax partner<\/p>\n<p>- \u00a0one person ex Tesco<\/p>\n<p>- \u00a0one person ex Morrisons<\/p>\n<p>- \u00a0one ex NPower<\/p>\n<p>and (the only woman):<\/p>\n<p>- one ex ITV.<\/p>\n<p>Amongst the three new advisers to the Board\u00a0appointed\u00a0(oddly,\u00a0mainly\u00a0women) we have:<\/p>\n<p>- one ex KPMG partner<\/p>\n<p>- \u00a0one who was a key adviser to Tesco<\/p>\n<p>- \u00a0one ex Ford<\/p>\n<p>- \u00a0one ex the Met Police<\/p>\n<p>Now as I say,\u00a0these\u00a0may all be fine people, but that's not my point. It is ludicrous that no one has come up through HMRC of any other civil service\u00a0strand\u00a0to this\u00a0position. No wonder morale in HMRC is so low.<\/p>\n<p>And it is ludicrous that we have one third of the non-exec board ex big 4 firms with another third from big UK retailers with almost all the rest from big business.<\/p>\n<p>If you want to know why HMRC has failed, as the Public Accounts Committee has said, to come to terms with the tax gap and taxing big\u00a0corporates\u00a0I think this is where you start to look for an\u00a0explanation.<\/p>\n<p>When our tax authority has a board representing those who think avoiding tax is a\u00a0corporate\u00a0responsibility we are in trouble, and that is the prevailing sentiment in big business.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>HMRC announced new board appointments yesterday.
