{"id":18290,"date":"2012-11-22T10:07:47","date_gmt":"2012-11-22T10:07:47","guid":{"rendered":"http:\/\/www.taxresearch.org.uk\/Blog\/?p=18290"},"modified":"2012-11-22T10:07:47","modified_gmt":"2012-11-22T10:07:47","slug":"every-one-of-the-41000-tax-avoiders-identified-by-the-national-audit-office-is-costing-the-country-248780","status":"publish","type":"post","link":"https:\/\/www.taxresearch.org.uk\/Blog\/2012\/11\/22\/every-one-of-the-41000-tax-avoiders-identified-by-the-national-audit-office-is-costing-the-country-248780\/","title":{"rendered":"Every one of the 41,000 tax avoiders identified by the National Audit Office is costing the country \u00c2\u00a3248,780"},"content":{"rendered":"<p>The National Audit Office published the\u00a0following\u00a0key facts <a href=\"http:\/\/www.nao.org.uk\/publications\/1213\/tax_avoidance.aspx\" target=\"_blank\">in its report on\u00a0H M Revenue &amp; Customs's management of marketed tax avoidance schemes<\/a>:<\/p>\n<p><a href=\"http:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2012\/11\/Screen-shot-2012-11-22-at-09.22.45.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-18291\" title=\"Screen shot 2012-11-22 at 09.22.45\" src=\"http:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2012\/11\/Screen-shot-2012-11-22-at-09.22.45.png\" alt=\"\" width=\"551\" height=\"334\" srcset=\"https:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2012\/11\/Screen-shot-2012-11-22-at-09.22.45.png 551w, https:\/\/www.taxresearch.org.uk\/Blog\/wp-content\/uploads\/2012\/11\/Screen-shot-2012-11-22-at-09.22.45-300x181.png 300w\" sizes=\"auto, (max-width: 551px) 100vw, 551px\" \/><\/a><\/p>\n<p>I hate to say it, but I think these facts are misleading.<\/p>\n<p>First of all, <a href=\"http:\/\/www.hmrc.gov.uk\/stats\/mtg-2012.pdf\" target=\"_blank\">the figure for individual tax avoidance in HMRC's latest tax gap estimate is \u00a32.1 billion<\/a>. It was \u00a31.9 billion in 2009-10, they say. They do not give an avoidance\u00a0figure\u00a0for small companies, but total losses to them are only \u00a31.4 billion: by no means all of that can come from these\u00a0schemes any more than all the losses from individuals can. If that were true the enormous losses from other tax avoidance (let's start with IR35 arrangements, for example) would simply not be in the data at all. But if we attribute half of the HMRC acknowledged losses to\u00a0marketed\u00a0schemes we still come up with, for this sector, \u00a31.75 billion of losses attributable, according to HMRC, to such schemes annually. However, with \u00a310.2 billion at risk that is 5.8 years, on\u00a0average, \u00a0of losses still to deal with. And the DOTAS scheme, under which such losses are\u00a0identified\u00a0 has only been doing since 2004. That means so far 75% of all identified losses have not yet been addressed.<\/p>\n<p>That's not enouraging, is it?<\/p>\n<p>Nor is the fact that if you do a simple\u00a0calculation\u00a0- dividing \u00a310.2 billion by 41,000 - you find that the average sum lost per scheme\u00a0participant\u00a0is a staggering \u00a3248,780.<\/p>\n<p>Now, let's put this in perspective. A <a href=\"http:\/\/www.planitplus.net\/careerzone\/areas\/default.aspx?PID=nf&amp;TOPL=1&amp;SECL=1P&amp;ID=515\" target=\"_blank\">senior tax inspector can earn around \u00a360,000 a year<\/a> - although many earn less. <a href=\"http:\/\/www.hmrc.gov.uk\/about\/annual-report-accounts-1112.pdf\" target=\"_blank\">HMRC's accounts<\/a> show that, at most, staff costs were only half of HMRC spending in 2011-12 (although their accounts are designed to make that as hard to find out as possible). So total overhead costs included a tax\u00a0inspector\u00a0costs \u00a3120,000 a year.
