Not always, of course. Not even often, maybe. But some work.<\/p>\n<p>I was talking to <a href=\"http:\/\/www.nytimes.com\/2012\/11\/19\/technology\/19iht-tax19.html?pagewanted=all&amp;_r=0\" target=\"_blank\">Eric Pfanner of the New York Times last week when I suggested this line<\/a>:<\/p>\n<blockquote><p>Google is saying, \u2018We just float around freely above this useful aircraft carrier, Ireland\u2019<\/p><\/blockquote>\n<p>I followed up with a comment on France's attack on Google's tax affairs:<\/p>\n<blockquote><p>What France is saying is, \u2018We don\u2019t think you float around over Ireland, we think you are in France.\u2019<\/p><\/blockquote>\n<p>I\u00a0think\u00a0the metaphor works. What these companies are doing is exploiting the rules on international tax\u00a0established\u00a0by the OECD (with the advice, it has to be said, of a great many\u00a0representatives\u00a0of large companies who dominate their \"expert panels\") to seek to float free above national tax\u00a0systems, and Ireland is the launch pad for those attacks.<\/p>\n<p>We're only just becoming aware of this here, but not so in France, where as the New York Times reports:<\/p>\n<blockquote><p>In France, tax collectors have gone further. Amazon says it has received a bill from France for taxes and penalties related to the \u201callocation of income between foreign jurisdictions\u201d from 2006 through 2010. Other companies, including Google, are also reportedly in the French authorities\u2019 sights.<\/p>\n<p>\u201cEven if the Internet is a zone of freedom, it shouldn\u2019t be a lawless zone,\u201d Najat Vallaud-Belkacem, a spokeswoman for the French government, said last week. \u201cFiscal rules should be able to be applied to those activities as well.\u201d<\/p><\/blockquote>\n<div>\u00a0There are intensive discussions on Google's affairs to. Amazon has had a bill, for $252 million. That's the French way of doing things.
