{"id":18074,"date":"2012-11-07T09:35:16","date_gmt":"2012-11-07T09:35:16","guid":{"rendered":"http:\/\/www.taxresearch.org.uk\/Blog\/?p=18074"},"modified":"2012-11-07T09:35:16","modified_gmt":"2012-11-07T09:35:16","slug":"new-era-at-the-icaew","status":"publish","type":"post","link":"https:\/\/www.taxresearch.org.uk\/Blog\/2012\/11\/07\/new-era-at-the-icaew\/","title":{"rendered":"New Era at the ICAEW?"},"content":{"rendered":"<p>The\u00a0Institute of Chartered Accountants in England and Wales - of which I am a Fellow - <a href=\"http:\/\/www.icaew.com\/en\/about-icaew\/what-we-do\/act-in-the-public-interest\/policy\/parliamentary-group\/a-new-era\" target=\"_blank\">had a \u00a0discussion in a House of Commons <\/a>committee room\u00a0last night under the title '<a href=\"http:\/\/www.icaew.com\/en\/about-icaew\/what-we-do\/act-in-the-public-interest\/policy\/parliamentary-group\/a-new-era\" target=\"_blank\">Business and finance: a new era?<\/a>' There are to be four of these meetings. The titles are:<\/p>\n<blockquote><p>Tax avoidance<\/p>\n<p>Re-balancing the economy<\/p>\n<p>Improving bank ethics<\/p>\n<p>Tackling international corruption<\/p><\/blockquote>\n<p>One might say, how times have changed. The idea that the ICAEW would have wanted debate on\u00a0these\u00a0issues only five years ago would have been virtually unthinkable. So I\u00a0welcome\u00a0the process, and took part in last\u00a0night's\u00a0debate. If invited I might go to others too. And for the record, I did not, as some expected, use the\u00a0occasion\u00a0to discuss my points of difference with David Gauke, who was there, since I thought them too well known (although the tax gap,\u00a0country-by-country reporting, the General Anti-Tax Avoidance Principle Bill and others all got brief mention. I did instead, in the spirit of the\u00a0meeting, which was looking at a new era in thinking, <a title=\"Why tinkering with transfer pricing rules will never solve the UK\u2019s tax problem with multinational companies\" href=\"http:\/\/www.taxresearch.org.uk\/Blog\/2012\/11\/06\/why-tinkering-with-transfer-pricing-rules-will-never-solve-the-uks-tax-problem-with-multinational-companies\/\" target=\"_blank\">discuss the crisis facing\u00a0corporation\u00a0tax I wrote about yesterday<\/a>.<\/p>\n<p>The sessions were also welcome because they were on the record: too much debate is behind closed doors or under\u00a0Chatham\u00a0House rules. When\u00a0transparency\u00a0is under discussion that will not do.
