I was\u00a0therefore\u00a0pleased\u00a0t<a href=\"http:\/\/andrewgoodall.typepad.com\/blog\/2012\/05\/tax-avoidance-poverty-and-country-by-country-reporting.html\" target=\"_blank\">o find him note on his own blog over the weekend<\/a>:<\/p>\n<blockquote><p>During the last two weeks I\u2019ve listened to almost 12 hours of discussion and debate on tax and transparency, where the focus has been on the impact of tax avoidance on developing countries. I\u2019ve reported very briefly for\u00a0<em>Tax Journal<\/em>\u00a0news on the Commons<a href=\"http:\/\/andrewgoodall.typepad.com\/blog\/2012\/04\/mps-inquiry-into-tax-in-developing-countries-hears-from-sabmiller-and-glencore.html\">International Development Committee (IDC) hearing<\/a>\u00a0of 24 April and\u00a0<em>International Tax Review\u2019s<\/em>\u00a0excellent\u00a0<a href=\"http:\/\/andrewgoodall.typepad.com\/blog\/2012\/05\/campaigners-upstage-tax-professionals-at-transparency-forum.html\">Tax and Transparency Forum<\/a>, held on 2 May.<\/p>\n<p>And I\u2019ve read ActionAid\u2019s report\u00a0<em>Calling time: Why SABMiller should stop dodging taxes in Africa<\/em>. It is essential reading for anyone with an interest in tax or development or both \u2014 in theory at least, this means everybody. Certainly, if you have any doubt that there is a clear link between tax avoidance and poverty in developing countries, you should read it.<\/p>\n<p>All of this has been enough to convince me that\u00a0<a href=\"http:\/\/www.taxresearch.org.uk\/Blog\/2012\/05\/02\/why-you-have-to-support-country-by-country-reporting-now-my-speech-this-morning\/\">country by country reporting<\/a>\u00a0of profits and taxes paid \u2014 an idea developed by Richard Murphy and supported by many NGOs \u2014 should be written into international accounting standards.<\/p><\/blockquote>\n<p>Andrew provides extensive reasoning on this blog, but perhaps the best reason is this one, which he notes:<\/p>\n<blockquote><p>A\u00a0<em>Financial Times<\/em>\u00a0editorial noted a while ago that country by country reporting might expose what it called \u2018the scandalous tax treatment of multinationals in the rich world\u2019. The editorial published on 22 December 2010 said:<\/p>\n<p><em>\u2018Current practice turns corporate tax largely into a voluntary gesture by the well-run multinational, whose methods of choice for locating income in lower-taxed jurisdictions are intragroup financial links and transfer pricing of intangibles such as intellectual property. As finance and intangibles grow in importance, so will the slipperiness of the corporate tax base.\u2019<\/em><\/p><\/blockquote>\n<p>Quite so. And it will be at cost to the ordinary people of this world.
