{"id":14066,"date":"2012-02-09T09:50:12","date_gmt":"2012-02-09T09:50:12","guid":{"rendered":"http:\/\/www.taxresearch.org.uk\/Blog\/?p=14066"},"modified":"2012-02-09T09:50:12","modified_gmt":"2012-02-09T09:50:12","slug":"caroline-lucas-the-green-new-deal-and-green-quantitative-easing","status":"publish","type":"post","link":"https:\/\/www.taxresearch.org.uk\/Blog\/2012\/02\/09\/caroline-lucas-the-green-new-deal-and-green-quantitative-easing\/","title":{"rendered":"Caroline Lucas, the Green New Deal and green quantitative easing"},"content":{"rendered":"<p>This letter is in the <a href=\"http:\/\/www.guardian.co.uk\/business\/2012\/feb\/08\/more-cash-green-new-deal\" target=\"_blank\">Guardian this morning<\/a> from Caroline Lucas:<\/p>\n<blockquote><p>With the global climate crisis growing ever more urgent, the sharp rise in the UK's carbon emissions in 2010 is deeply worrying \u2014 and raises serious questions about the progress being made in our\u00a0<a title=\"More from guardian.co.uk on Energy\" href=\"http:\/\/www.guardian.co.uk\/environment\/energy\">energy<\/a>\u00a0and climate change policy (<a title=\"\" href=\"http:\/\/www.guardian.co.uk\/environment\/2012\/feb\/07\/uk-emissions-rose-economy-recovered?INTCMP=SRCH\">Britain's greenhouse gas emissions in shock 3.1% rise<\/a>, 8 February). The rise in emissions from home heating is especially alarming when you consider that, by the government's own admission, loft lagging will fall by 93% when the\u00a0<a title=\"\" href=\"http:\/\/www.decc.gov.uk\/en\/content\/cms\/tackling\/green_deal\/green_deal.aspx\">Green Deal<\/a>\u00a0starts. If we are to stand any chance of improving the efficiency of our homes and tackling fuel poverty, the new energy and climate secretary, Ed Davey, must make it a personal priority to strengthen this weak and underfunded programme so it delivers a good deal for households.<\/p>\n<p>The fact that\u00a0<a title=\"\" href=\"http:\/\/en.wikipedia.org\/wiki\/Sizewell_nuclear_power_stations\">a six-month shutdown of the Sizewell nuclear reactor<\/a>\u00a0was partly to blame for the recorded rise in emissions is yet another reason for the government to ditch its belief that nuclear can deliver the secure, reliable and low-carbon energy we need for the future.<\/p>\n<p>This week, the\u00a0<a title=\"More from guardian.co.uk on Bank of England\" href=\"http:\/\/www.guardian.co.uk\/business\/bankofenglandgovernor\">Bank of England<\/a>\u00a0is expected to announce a new batch of\u00a0<a title=\"More from guardian.co.uk on Quantitative easing\" href=\"http:\/\/www.guardian.co.uk\/business\/quantitative-easing\">quantitative easing<\/a>\u00a0to the tune of \u00a350bn or more. A new\u00a0<a title=\"\" href=\"http:\/\/www.greennewdealgroup.org\/?p=161\">report from the Green New Deal Group<\/a>\u00a0and Southampton University economics professor<a title=\"\" href=\"http:\/\/en.wikipedia.org\/wiki\/Richard_Werner\">Richard Werner<\/a>, who coined the term quantitative easing, is calling for such cash to be injected into green investment to support badly needed renewable energy and\u00a0<a title=\"More from guardian.co.uk on Energy efficiency\" href=\"http:\/\/www.guardian.co.uk\/environment\/energyefficiency\">energy efficiency<\/a>\u00a0projects. Rather than handing the money over to the banks, who then sit on it, green QE would put money into the wider economy \u2014 creating thousands of new jobs, improving energy security and tackling climate change at the same time.<\/p>\n<p><a title=\"\" href=\"http:\/\/www.carolinelucas.com\/cl.html\"><strong>Caroline Lucas MP<\/strong><\/a><strong>\u00a0<\/strong><br \/>\n<em>Green, Brighton Pavilion<\/em><\/p><\/blockquote>\n<p>I warmly endorse the idea that green\u00a0quantitative easing has to be part of the next round of investment in our economy. It's a shame the Bank of England and Chancellor do not.
