{"id":11992,"date":"2011-09-22T10:33:09","date_gmt":"2011-09-22T09:33:09","guid":{"rendered":"http:\/\/www.taxresearch.org.uk\/Blog\/?p=11992"},"modified":"2011-09-22T10:33:09","modified_gmt":"2011-09-22T09:33:09","slug":"pure-hypocrisy-from-the-uk-by-refusing-to-join-the-extractive-industries-transparency-initiative","status":"publish","type":"post","link":"https:\/\/www.taxresearch.org.uk\/Blog\/2011\/09\/22\/pure-hypocrisy-from-the-uk-by-refusing-to-join-the-extractive-industries-transparency-initiative\/","title":{"rendered":"Pure hypocrisy from the UK by refusing to join the Extractive Industries Transparency Initiative"},"content":{"rendered":"<p>As the Telegraph (a paper I'm liking more and more now Sean O'Hare is\u00a0working\u00a0for it) <a href=\"http:\/\/www.telegraph.co.uk\/finance\/personalfinance\/offshorefinance\/8779905\/UK-refuses-to-sign-up-to-oil-mining-and-gas-transparency-initiative.html\" target=\"_blank\">has reported<\/a>:<\/p>\n<div>\n<blockquote><p>The US pledged yesterday to participate in the\u00a0<a href=\"http:\/\/eiti.org\/\" target=\"_blank\">Extractive Industries Transparency Initiative<\/a> (EITI), becoming the second G8 country - behind Norway - to join.<\/p><\/blockquote>\n<\/div>\n<blockquote>\n<div>\n<p>President Obama said it would ensure that \"taxpayers receive every dollar they are due from the extraction of natural resources.\"<\/p>\n<\/div>\n<div>\n<p>The US joins more than 35 countries, mainly from developing nations in the initiative, in what is essentially an exercise in transparent book balancing designed to highlight financial discrepancies and corruption in the sector.<\/p>\n<\/div>\n<\/blockquote>\n<div>\n<p>It's an important point to note that the EITI was launched by the UK, hosted by us for some years, and is still part funded by the UK. Which is the\u00a0good news.<\/p>\n<p>But now the US and Norway have set the precedent: developed countries can and should join. Tax\u00a0transparency\u00a0matters to us too.<\/p>\n<p>And what does the Telegraph report the\u00a0response\u00a0of the UK\u00a0to this suggestion to be?:<\/p>\n<\/div>\n<blockquote>\n<div>\n<p>Defending the decision not to commit to the EITI, a [UK] government spokesman said: \u201cThe UK is already a strong international supporter of the EITI and transparency in the extractives sector.<\/p>\n<\/div>\n<div id=\"tmg-related-links\">\n<div>\n<h2><span style=\"font-size: 13px; font-weight: normal;\">\u201cWe do not feel it is appropriate for the UK to implement the EITI. The UK is not defined as a \u201cresource rich\u201d country by the\u00a0<a href=\"http:\/\/www.imf.org\/external\/index.htm\" target=\"_blank\">International Monetary Fund<\/a>.\"<\/span><\/h2>\n<\/div>\n<\/div>\n<\/blockquote>\n<div id=\"tmg-related-links\">\n<div>\n<p>Thankfully\u00a0that was well and truly debunked:<\/p>\n<\/div>\n<\/div>\n<blockquote>\n<div>\n<p>Joseph Williams of\u00a0<a href=\"http:\/\/www.publishwhatyoupay.org\/\" target=\"_blank\">Publish What You Pay<\/a>, an organisation that believes wealth generated by oil, gas and mining industries can be a pathway to poverty reduction, stable economic growth and development in resource rich countries, said: \u201cThis is a bogus argument which smacks of double standards.\u00a0Plenty of EITI implementing countries are not considered as resource rich by the IMF such as Madagascar, Niger, and Tanzania. The British government supported these countries joining EITI so why are they holding themself to a different standard?<\/p>\n<p>\"It's also worth mentioning that the UK is the EU's largest oil producer and the second largest natural gas producer.\"<\/p>\n<\/div>\n<\/blockquote>\n<div>\n<p>Quite so.<\/p>\n<p>This is dual standards at play.<\/p>\n<p>So much for a commitment to\u00a0transparency\u00a0by this government.
