Where is the place in the world where the Big 4 seem most over-represented based on the number of people in the local population?
Full marks (and nothing else) to Phil Lanch who got it right. The answer was Bonaire, a part of the former Netherland Antilles.
The bottom ten are:

China?
No, plenty of Big 4 there
Burundi
Sorry…no
Was thinking of no go areas so somewhere like Sudan
But on that basis I think Iran…
Rumbled
You’re right on Iran
There are offices in Iraq…
So all we need is a west-led invasion of Iran and the Big 4 can wade into the post-victory void…
Oh yes….
Bhutan
Possibly for not too much longer

Difficult to see Bonaire as a separate ‘place’ anymore; its current constitutional status is that of a local community within the Kingdom of the Netherlands. Following the constitutional reform of 2010 there is a process underway to replace all local (=Dutch Antilles) laws by Dutch law. It is therefore far less independent than Gibraltar or the BVI. I suspect the presence of 3 the big 4 has limited time left…
Also,in contrast with your table, Deloitte claims to have an office in the BVI.
But Bonaire is separate for now
I will check Deloitte in BVI again
Bonaire isn’t separate (anymore). Its citizens now vote for the Dutch parliament, unlike its Curacao and Aruba neighbours. The adoption of Dutch law has been spread over time because it was recognised that a ‘cold turkey’ approach would cause too much upheaval. Wikipedia explains the Dutch Antilles constitutional reform history reasonably well : https://en.wikipedia.org/wiki/Dissolution_of_the_Netherlands_Antilles
So it’s still independent then for the time being
North Korea?
Wouldn’t number of staff be a more accurate measure?
Two countries, same size. One has two offices with 20 staff each. The other one office with too staff. To me the latter is more “over-represented”. Surely?
If staffing per office was available I would use the data
It is not in most cases
Oops. 500 not too!
There are not 2 PWC offices in Guernsey. Just one.
I will check…..
Liechtenstein has 4 offices and a population of 37-38,000.
If you’re wanting privacy then this is the country to go to, as they have managed to hide themselves from appearing in your top 10, or bottom 10.
They do hide – in other countries on web sites, I agree
