It looks like the Overseas Territories and Bermuda and Anguilla in particular do not like being described as tax havens.
I have an easy response in that case: give up being tax havens in that case because indisputably they are right now. See the Financial Secrecy Index for more details.

Richard, the problem is when the OECD issues a secrecy/transparency chart that show nobody is really a tax haven! The two surveys are totally at odds on the face of it. However, I understand that when you look at the detail they are based on totally different set of data.
The credibility of both though is brought into question.
