Yes,and so it should,everyone that earns should pay a percentage into the fund.And if you are that well off that you can afford private health care,that should not excuse you from your normal obligations.Some of us are lucky,hardly ever need to see a doctor,but some of us spend our lives in sickness and pain,and these should have no worries of how they can pay their medical expenses,or even be denied treatment because of their inability to pay!
