We do need tax people to create tax policy at HMRC

I've read this with concern:

Mike Clasper, the Chairman of HM Revenue & Customs (HMRC) has announced today that the Prime Minister has approved the appointment of Lesley Strathie as the Chief Executive Officer of HM Revenue & Customs.

Lesley Strathie, who is currently Chief Executive of Jobcentre Plus and Second Permanent Secretary at DWP, will take up her new post in early November.

Clasper also announced that the Prime Minister has approved the appointment of Dave Hartnett as the new Permanent Secretary for Tax at HMRC.

I'm sure Lesley Strathie is good. But she's not a tax person. And there are not enough of them at HMRC now, which is why it is having problems.

I just hope Dave Hartnett is allowed to create tax policy. It is vital that he does. He understands it. Others can deliver it. I hope that's the deal.
