I was principal author of a report with the above name in 2005, working with John Christensen and Jenny Kimmis. It was good to see that although the debate has moved on this publication is still doing a good job. Maybe it's because it is now available in six languages.
This article came out in Canada a day or so ago and uses data ad ideas from that report. It summarises just why tax is an issue of such pressing importance to he developing world.

I know I am totally biased towards Richard’s work, but Tax Us If You Can provides an exerlant overview of the activities of tax havens, as well as being totally readable for anyone coming to the subject for the first time.
