The FT has reported:
Spending on infrastructure – including schools, hospitals, road and energy projects – has fallen by at least £15bn from its peak, following sharp cuts since the Conservative-Liberal Democrat coalition came to power in 2010.
That's why we need green quantitative easing. Now.

All good investment in infrastructure increases local land values. With LVT and regular assessment the tax take rises accordingly. So infrastructure spending would be self-financing.
