This is unfeasible, politically, and unworkable, socially, however 'rational' it sounds. A better solution is to support Irish-style 'Cap and Share' and global carbon convergence, since by letting the rich, carbon profligate people buy carbon credits from the poor of the world this also has the effect of spreading wealth equally over time, providing that countries would distribute the transferred wealth properly, by building schools, hospitals, infrastructure, water supplies, etc, whgere there currently are none. Ireland is hopefully about to trial this system. If it works, Europe should follow and urge the whole world to participate.

While I applaud this initiative, it leaves in place the root cause of the problem, to wit, the deficit basis of the financial system.

In a "Peer to Peer" world there is no need for intermediaries generally and credit intermediaries in particular.

Moreover, it is now possible to create alternatives to the current "Twin Peaks" of Debt and "Equity" in a Corporation by "unitising" and land rental value in simple - and I believe - optimal ways, using new legal tools.

There is no such thing as a "Public Sector Borrowing Requirement" in respect of productive assets, when these assets can be financed without either privatising them or borrowing.

A Green New Deal is certainly necessary, but it can only come about in a networked and organic way, from the ground up.

That "emergent" process has already started.
