		<description>I think this is going about it all wrong.  The UN should address the issue as part of a 'Global Education Convention'.  There needs to be some formal bas in law, because there needs to be established minimum schooling requirements, as well as equal access for boys and girls and a declaration that there be no specific fees charged for attending school.

It should also be noted that member states are responsible for educating their citizens.  the Convention would then lead to guidelines and model courses and as such states can then determine the cost and search out funding options.

Money alone will not result in education, especially if the pressure to educate is simply coming from outside the countries.</description>
