But surely if someone is paying income tax on earnings that are kept abroad and covered by the Double Taxation Agreement should not be affected. This will net only the people who dont pay income tax on the money kept abroad and live in in non-Double Taxation agreement countries. I have very sketchy knowledge of all the rules.
