The Volker report noted that the World Bank itself has some contempt for accountability when it comes to projects that they fund, with the priority being on getting the money out the door. (Note that they are going after other peoples money, not money stolen from their projects.)

This is unfortunate as lax World Bank standards of accountability breed corruption as people learn that there is no penalty for misusing/stealing funds.  In fact, they are most likely rewarded with more money since the original goals remain unmet.

I wish there was more accountability.  While you state that the money can be used to help the needy, much of is was originally slated to do so, before it was 'diverted'.</description>
