Assume corruption and capture of the state by the financial establishment in the acse of the small islands.

That's very obvious in places like Jersey. Corruption may simply be job offers after leaving office. Maybe it's worse. I don't know. What I do know is that the accountancy and legal elite write the legislation they want to have.

That's corruption in its own right.

Such a connection is not obvious if you take a tax haven where basically nothing is produced except the financial services by the tax avoidance industry. If the state is a low-tax or no-tax country, it is not earning much from the attracted industries in tax revenues.</description>
