I'm hearing that all the firms promoted fewer partners overall this year, due to the pressure of a SOx revenue slowdown.  Profits are getting squeezed, and there's an emphasis on investing in the required technology to meet regulatory demands and re-growing their consulting sides.  When fewer get promoted and at the same time there are layoffs,(as there have been in the US for all the firms, albeit quietly,) women and minorties see less coming their way.  When things start to get tight, the status quo tends to hoard for thmeselves.
